Declaração de Solidariedade Internacional com a Lei de Sementes da Venezuela
Em 23 de dezembro de 2015, a assembléia nacional da Venezuela aprovou uma nova lei de sementes proibindo a importação, produção e plantio de sementes transgênicas e protegendo a produção e a livre troca de variedades de sementes das comunidades agrícolas da Venezuela (indígenas, camponesas e afrodescendentes), entre outros. disposições. A lei é significativa tanto por seu conteúdo quanto pelo processo pelo qual foi aprovada.
A proibição dos OGMs segue o princípio da precaução, pois os efeitos da tecnologia transgênica ainda não são totalmente compreendidos e o que foi documentado até agora em termos de impactos na saúde humana e no meio ambiente levanta preocupações significativas. Estas são, além das preocupações com os impactos socioeconômicos e de direitos humanos sobre os pequenos produtores que compõem a maioria dos famintos do mundo. A proteção especial para sementes adaptadas localmente reconhece a importância da conservação local para manter a diversidade genética máxima, cada vez mais importante para construir resiliência diante da mudança climática. Além disso, a lei é um produto da formulação de políticas de baixo para cima, resultante de um processo de três anos no qual os movimentos sociais se opuseram a uma lei de sementes apoiada pela indústria. Em vez disso, eles pressionaram por uma legislação mais transformadora, realizando uma série de consultas públicas participativas em todo o país para desenvolver uma alternativa.
A passagem da lei, portanto, marca uma vitória histórica para os movimentos de agroecologia e soberania alimentar na Venezuela e além. É talvez uma das poucas leis nacionais do mundo que garante e protege o direito dos camponeses às sementes. No entanto, apesar do amplo apoio interno e do interesse internacional, a lei está sendo atacada por representantes da indústria e seus apoiadores como “anti-científicos”. Isso coloca a lei de sementes em risco de ser anulada pela atual assembléia nacional, que tem uma maioria de oposição desde janeiro deste ano.
Como cientistas, praticantes e defensores envolvidos na alimentação e na agricultura, questionamos os motivos para tais ataques. O impulso da lei para a priorização de práticas agrícolas agroecológicas está em consonância com um consenso científico crescente sobre a importância da mudança de sistemas agrícolas convencionais para ecológicos que valorizam o conhecimento dos produtores locais de alimentos e os envolvem na tomada de decisões. Isso tem sido enfatizado, por exemplo, na Avaliação Internacional do Conhecimento Agrícola, Ciência e Tecnologia para o Desenvolvimento (IAASTD), desenvolvida por 400 dos principais especialistas do mundo e endossada por 59 países.
Estamos, portanto, seguindo com grande interesse a luta emergente pela lei e sua implementação, não apenas por suas implicações para a Venezuela, mas por suas implicações mais amplas diante da crescente consolidação corporativa dos recursos genéticos críticos para a segurança alimentar e alimentar atual e futura. soberania.
